Can anyone explain Tombstone block?

What’s the meaning of tombstone_block - The block index at which this transaction is no longer valid. What’ll happen to the transaction?

If the network is congested with lots of attempted transactions, transactions are prioritized by fee. It’s possible that a submitted transaction with a very low fee could be passed over many times. The tombstone block is that ledger height at which the transaction is permanently discarded.

If a transaction is submitted it remains in an indeterminate state until it is either verified by observing the transaction appear in the public ledger or until it can be declared failed because the tombstone block has appeared without the TX data being published to the blockchain.
